PROBLEM ANALYSIS

There are two necessary dimensions to fostering such an indigenous capacity within the region (see Objectives of CELA). The first is physically to identify individuals with the character and talent to meet the challenge of the times, and to offer them all possible advantages to let their potential develop. The second is to give them the means to utilize that talent by linking them with like-minded people across the region and internationally. In the broadest sense, CELA is an exercise in transnational confidence-and-security building. In an area driven by ethnic and tribal differences, extremism and the struggle for natural resources, forging bonds of trust, tolerance, mutual respect, and appreciation of one another’s difficulties among tomorrow’s leaders, is an optimal form of conflict prevention. If conflicts occur nevertheless, these qualities are no less necessary for equitable conflict resolution.
